Flag State

Flag State refers to that authority under which a country exercises regulatory control over the Commercial vessel which is registered under its flag. This involves the inspection, certification, and issuance of safety and pollution prevention documents.

In the United States, the Coast Guard under the authority of various federal laws, regulations, and international conventions and treaties, the Officer in Charge Marine Inspections is responsible for the inspection of U.S. flag vessels to ensure compliance with minimum safety and security standards. These inspections are carried out by marine surveyors at different times during the life of the vessel, depending on the type of ship and the ship's area of operation. This authority extends to U.S. Flag vessels operating throughout the world.
